A new stimulus bill that aims to distribute checks directly to taxpayers through the Department of Government Efficiency (DOGE) is reportedly in its final stages, with lawmakers expected to introduce it soon.

James Fishback, CEO of Azoria, a leading investment firm, confirmed in an exclusive interview with Newsweek that discussions with key government officials have been overwhelmingly positive.

“I’ve been in continuous discussions with administration officials and key figures on Capitol Hill,” Fishback stated. “Just last week, I spoke with six U.S. senators, and the response has been overwhelmingly positive. The next step? A bill. And that bill is coming very, very soon.”

The $5,000 Stimulus Proposal

Talks of a potential $5,000 stimulus check gained momentum last month when President Donald Trump praised his top adviser, Elon Musk, and DOGE for implementing government cost-saving initiatives. These savings, which included layoffs, contract renegotiations, and efficiency improvements, reportedly freed up billions in government funds. Fishback originally proposed the idea on Musk’s social media platform, X, prompting the administration to explore the feasibility of direct payments to taxpayers.

According to DOGE, the department’s cost-cutting measures initially saved $55 billion as of February. That figure has since surged to an estimated $115 billion as of March 19, 2025.

Government Rehiring and Economic Implications

Despite DOGE’s financial success, NBC News reported on Tuesday that the federal government is preparing to rehire approximately 24,000 employees who were laid off during the cost-cutting process. The report notes that two federal judges recently ruled in favor of reinstating thousands of probationary workers, ordering the administration to bring them back on a temporary basis.

Who Qualifies for the DOGE Dividend?

The question of eligibility remains a focal point in discussions surrounding the bill. Unlike the stimulus checks issued during the COVID-19 pandemic, this initiative will target a narrower group of taxpayers.

“This initiative is strictly reserved for households that are net-payers of federal income tax,” Fishback explained in an NBC interview. “What that means, essentially, is that recipients will have a lower tendency to spend recklessly and a greater inclination to save—a key factor when distributing a payment like the DOGE dividend.”

NBC also reports that Fishback suggested limiting the dividend to households above a certain income threshold to reduce the risk of inflation. He noted that pandemic-era stimulus checks were distributed too broadly and “indiscriminately,” which contributed to economic disruptions.

With support growing among lawmakers, anticipation continues to build over whether the bill will move forward or stall in Congress. If passed, the DOGE stimulus checks could mark a significant shift in how government funds are allocated, prioritizing fiscal responsibility while still providing financial relief to eligible taxpayers.
