The outages affected Telegram users in several countries, including Ukraine, Belarus, Poland, Kazakhstan, Russia, the Netherlands, and Germany. Outage.Report indicated that Telegram had been down since the morning of October 3, and the problem continued throughout the day. This incident follows a smaller disruption detected on October 2.
