Russia Opens Crypto Trading to Retail Investors – Here Is What the New Rules Allow

Russia is taking another major step toward regulated cryptocurrency trading, with the country’s central bank proposing its first framework that would allow ordinary investors to purchase digital assets through public markets.

The Bank of Russia published a draft directive on August 11 that would give non-qualified investors access to crypto through regulated intermediaries, including brokers, cryptocurrency exchanges and asset managers. Access won’t be unlimited, however. The central bank is proposing an annual purchase ceiling of 300,000 rubles through each intermediary.

The framework represents a notable shift in Russia’s approach toward retail cryptocurrency investing. Instead of keeping ordinary investors largely outside regulated crypto markets, authorities are creating a controlled route into the sector, though with fairly strict limits designed to contain risk.

Bitcoin, Ethereum and USDT Make the First List

Only three cryptocurrencies have initially been approved for public exchange trading under the proposal: Bitcoin, Ethereum and Tether’s USDT.

The Bank of Russia said the limited selection is intended to protect inexperienced investors from extreme and unpredictable price swings. Under Russia’s new federal digital currency legislation, assets are evaluated using factors including market capitalization, average daily trading volume and at least five years of pricing history on foreign trading platforms.

For now, BTC, ETH and USDT are the only cryptocurrencies included on the approved list. This gives retail investors exposure to the two largest decentralized crypto assets alongside the world’s dominant dollar-pegged stablecoin.

XRP Is Missing From Russia’s Approved Crypto List

One notable absence is XRP, despite the cryptocurrency having a long trading history and substantial global liquidity.

XRP would appear to satisfy several of Russia’s stated criteria, including market capitalization and years of available pricing data. However, the token has faced an unusual regulatory history internationally, particularly because of the long-running U.S. Securities and Exchange Commission case involving Ripple.

That dispute previously caused XRP to be removed and later restored across several major cryptocurrency exchanges. Whether that history influenced Russia’s decision is unclear, and the central bank has not indicated that XRP is permanently excluded from future consideration.

Retail Investors Face a 300,000-Ruble Limit

Under the proposed rules, non-qualified investors would be able to purchase up to 300,000 rubles worth of cryptocurrency per calendar year through each participating intermediary.

The restriction is designed to give ordinary investors access to crypto while limiting their exposure to a market that the central bank continues to characterize as highly risky.

Qualified investors will operate under much looser restrictions. Russia’s wealthier and accredited investor class would be permitted to purchase cryptocurrencies available across exchange and over-the-counter markets without the same annual ceiling.

All Crypto Investors Will Face Mandatory Testing

Regardless of whether someone qualifies as a retail or accredited investor, Russia plans to introduce another requirement before crypto trading begins.

Investors will need to complete testing and acknowledge the risks associated with digital assets before making purchases. The approach resembles suitability requirements already used across parts of traditional finance, where investors must demonstrate an understanding of particularly complex or risky products.

Russia is essentially opening the door to retail crypto trading, but not completely. Limits, testing requirements and a carefully controlled list of eligible assets suggest regulators remain cautious about exposing ordinary households to unrestricted cryptocurrency speculation.

Russia Continues Reshaping Its Crypto Market

The proposal follows earlier efforts by the Bank of Russia to provide wealthy investors with regulated access to cryptocurrency markets.

It also arrives as USDT’s role within Russia remains complicated. Tether has previously frozen millions of dollars in stablecoins connected to sanctioned Russian cryptocurrency platforms, highlighting the tension between domestic crypto adoption and international sanctions enforcement.

The Bank of Russia will accept public comments on the proposal until August 24. Once finalized and officially published, the directive is expected to take effect 10 days later.

If implemented, the framework would mark an important change for Russia’s crypto market, giving everyday investors regulated access to Bitcoin, Ethereum and USDT for the first time while keeping tighter controls around how much they can invest.
