Russia Passes Crypto Bill – Here Is Why Regulated Digital Asset Trading Is Moving Forward

Russia has taken another major step toward formalizing its cryptocurrency industry after the State Duma, the country’s lower house of parliament, approved a landmark digital asset bill.

The legislation now awaits the signature of President Vladimir Putin before becoming law. If enacted, the new rules will come into force on September 1, providing Russia with a clearer regulatory framework for cryptocurrency trading, investor protections, and cross-border digital asset transactions.

The approval marks another milestone in Russia’s gradual shift toward regulated cryptocurrency adoption.

New Investment Limits for Crypto Buyers

The bill establishes different transaction limits depending on the type of investor.

Retail investors will be allowed to purchase up to 300,000 rubles (approximately $3,800) in cryptocurrencies annually through a single licensed broker. Overseas crypto transfers for retail participants will be capped at 100,000 rubles.

Meanwhile, qualified investors will benefit from significantly higher limits, allowing annual cryptocurrency purchases of up to 3 million rubles and overseas transfers of up to 1 million rubles.

Framework Expands Legal Clarity

Beyond investment limits, the legislation creates a broader legal framework governing cryptocurrency activity within Russia.

The rules are designed to establish clearer standards for digital asset transactions, investor protections, and the use of cryptocurrencies in cross-border commerce.

By providing defined regulations instead of operating in legal uncertainty, the framework aims to support the development of a more structured digital asset market.

Mining and Cross-Border Payments Remain Key Focus Areas

Market participants will also be watching how the legislation influences Russia’s expanding cryptocurrency ecosystem.

The framework is expected to play an important role in areas including Bitcoin mining, cryptocurrency exchange operations, digital asset payments, and international settlements.

As Russia continues developing its blockchain strategy, cross-border crypto usage remains one of the government’s primary areas of interest.

The passage of the bill reflects Russia’s broader effort to establish comprehensive cryptocurrency regulations rather than prohibit the industry outright.

While the country continues maintaining strict oversight of digital assets, lawmakers have increasingly focused on creating regulated pathways for mining, trading, and international blockchain-based transactions.

If President Putin signs the legislation, Russia will take another significant step toward integrating cryptocurrencies into its regulated financial system while maintaining government oversight of market activity.
