Russia Advances Crypto Bill – Here Is Why Cross-Border Bitcoin Payments Could Soon Become Legal

Russia is preparing to take another significant step in its cryptocurrency strategy as the State Duma moves toward final approval of legislation that would legalize the use of digital assets for international trade.

Lawmakers are expected to hold the bill’s second and third readings on July 22, with the proposed law titled “On Digital Currency and Digital Rights.” If passed, Russian companies would be permitted to use cryptocurrencies for cross-border payments under a regulated framework beginning September 1, 2026.

The proposal is widely viewed as part of Russia’s broader effort to modernize international payment infrastructure while maintaining strict controls over domestic financial activity.

Crypto Allowed for International Trade Only

Under the proposed legislation, cryptocurrencies would be legally recognized as property, not as legal tender.

That means the Russian ruble would remain the country’s only official currency for domestic payments, while digital assets would be reserved exclusively for cross-border commercial transactions.

The framework is designed to support international trade by giving businesses an alternative settlement method, particularly in markets where traditional payment networks have become more difficult to access.

Strict Rules for Investors and Exchanges

The bill also introduces different investment limits depending on investor classification.

Retail investors would face an annual purchase limit of 300,000 rubles through licensed intermediaries, while qualified investors would be allowed to purchase up to 3 million rubles in digital assets and transfer up to 1 million rubles annually for cross-border transactions.

All cryptocurrency trading platforms operating under the framework would be required to obtain authorization from the Bank of Russia, reinforcing the country’s emphasis on regulatory oversight.

Russia Continues Building Its Crypto Framework

The legislation follows several years of gradual cryptocurrency policy development.

Russia previously legalized Bitcoin mining and established rules governing mining activities, while continuing to prohibit cryptocurrencies from functioning as everyday payment instruments inside the country.

If the latest bill is approved, it would add another key component to Russia’s evolving digital asset framework by formally permitting regulated cross-border crypto settlements.

Global Crypto Adoption Keeps Expanding

The proposal reflects a broader international trend as governments increasingly develop legal frameworks for digital assets.

While regulatory approaches continue to differ across major economies, many jurisdictions are moving toward clearer rules governing cryptocurrency trading, tokenization, stablecoins, and blockchain-based payments.

If enacted, Russia’s latest legislation could further strengthen the role of cryptocurrencies as settlement tools for international commerce while preserving tight regulatory oversight over domestic financial markets.
